So I just bought a new mattress with a latex topper and need recommendations for use of a mattress pad. With the bed in a cover and the topper in it’s own cover do I even a need a mattress pad? If I get a pad what is the recommendation for using it? Should it go over both the mattress and topper or should it just go over the topper? Any suggestion for a mattress pad and proper use appreciated.

In my set up, I used a terry mattress protector for the mattress itself. Then I have a 2.5" topper (the topper is in a zippered topper encasement) on top of the mattress (my main purpose for the topper is to extend the life of the mattress. I am an advocate for mattress topper use in that way.) Then I have a mattress pad/cover that has a fairly heavy duty skirt with a thick heavy band to secure the entire mattress setup in place. I used this relatively in expensive pad/cover Sleep Zone Pad. It doesnt affect the feel at all, but when you put a fitted sheet over it, it does gives that plushy appearance.
So, in short, you can use both, depending on the types and combinations you use, it could affect the feel so be cautious.

Noooorrrrrrrrmmmmm! I’m not looking for increased comfort per se, rather protection and assembly. Primarily how to incorporate the sheets/covers without altering the feel of a floating topper. Sooooo, if I got this correct your layout is:

Comforter (Comforter hack if using a Duvet Cover— Always get an Comforter insert slightly larger than the Duvet Cover, it helps keeping the insert from shifting around (especially if there are no insert ties or buttons) and it gives that Duvet Mattress Cover look fluffy and cozy like you would see in a high end store when they display their bedding) Most of these stores use that trick too. I have king Duvet, but a palatial king insert down comforter. Works Great!

This is a good configuration, Hammer - although we typically recommend the topper to lay directly on top of the mattress.
